First establish whether the deceased received Comprehensive Social Security Assistance (CSSA). The relative or friend responsible for the funeral should ask the Social Welfare Department (SWD) about eligibility, evidence and deadlines. A quotation is not grant approval.
Check the deceased's CSSA status
The burial grant is a CSSA special grant, not an automatic payment to everyone. Another household member receiving CSSA does not establish the deceased's eligibility. Contact the Social Security Field Unit handling the deceased's case. Provide identification and case details, explain who is arranging the funeral and keeping payment records, and ask which office and submission route apply. Do not tell a service provider that assistance has been approved before confirmation.
Ask first, arrange services and retain evidence
| Stage | Information to prepare | Question for SWD |
|---|---|---|
| On learning of the death | Name, identification, CSSA contact and responsible relative or friend. | Recipient status and responsible Field Unit. |
| Before discussing the service | Written case-specific quotation, scope and expected payer. | Can a quotation support initial review or an advance, and which items may be considered? |
| During arrangements | Available death documents, confirmed services and payment records. | Originals or copies, receipt naming and applicant identification. |
| After payment and completion | Formal invoices, receipts and revised details. | Submission deadline, supplementary documents and follow-up route. |
Death-registration evidence is separate: a quotation or oral explanation does not replace it.
How the quotation supports assessment
The funeral company can describe services and quote for the case; SWD decides eligibility and allowable expenditure. Its guide explains that some special grants may be advanced against quotations, but staff must confirm whether this applies. Submission does not promise full payment. Obtain a written scope, dates and payment stages. Ask about acceptable receipts before paying, retain revised versions rather than altering invoices yourself, and have one person keep SWD replies with actual payment evidence.
Deadlines and approval
The April 2026 CSSA guide states that reimbursement applications for special grants generally require receipts and submission within six months after payment. Confirm the deadline and documents applicable to the burial case promptly with its Field Unit. Record staff contacts, whether an advance is possible or payment must be made first, original receipts, submission dates and requests for further evidence. Until SWD decides, do not treat the grant as money already available. Current SWD guidance and case instructions govern the application.
A family example and printable checklist
Mr Wong is arranging his mother's funeral and knows she received CSSA. With only a preliminary quotation, he first asks the Field Unit about applicant status, receipt requirements and any advance, then requests a written service quotation. Record: responsible unit and enquiry date; arranging relative or friend and contact; requested death and identification documents; quotation version and payer; advance or reimbursement advice; original receipts, submission date and supplementary-document notices. If considering no wake, obtain a quotation for the actual simple-cremation arrangement.
Frequently asked questions
Can this grant be assumed available if the deceased did not receive CSSA?
No. Financial hardship alone does not establish eligibility. Explain the circumstances and ask SWD about applicable support.
Can relatives or friends enquire or apply?
Those responsible may enquire, but must provide the required identity and expenditure evidence. SWD decides approval.
Is a quotation enough to receive money?
Not by itself. It may support an enquiry or an eligible advance; reimbursement normally requires payment evidence as instructed.
What if payment has already been made?
Keep formal receipts and promptly ask the responsible Field Unit about the deadline and documents. Do not rely on messages passing informally between relatives.
