What is included in a one-stop funeral service?

The so-called "one-stop funeral" or "one-stop funeral" means that the undertaker coordinates all the steps from the pickup of the body of the deceased to the ashes and the placement. The family members do not need to pay item by item or line up department by department. Tim Fat Funeral’s one-stop funeral services cover the following areas:

The Complete Process: From Death to Final Resting Place

The following is the standard process for selecting cremation for general natural death cases in Hong Kong. The difference between burial or unnatural death cases will be explained in each step.

1. Step 1: Obtain a doctor’s certificate

   For a death from natural causes, a registered doctor makes the final diagnosis, establishes the cause of death and issues a Medical Certificate of the Cause of Death (Form 18). If cremation is chosen, the doctor also issues a Medical Certificate (Cremation) (Form 2). For an unnatural death—for example, an accident, poisoning or violence—or where the deceased had not received treatment from a registered doctor, the police must be notified immediately. The police refer the case to the Coroner for investigation, and the Coroner issues a Certificate of Order Authorising Burial/Cremation of Body (Form 11, commonly called a burial or cremation order).

2. Step 2: Register death (within 24 hours)

   According to Section 14 of the Births and Deaths Registration Ordinance, Chapter 174 of the Laws of Hong Kong, cases of death from natural causes must be registered within 24 hours (excluding travel time, the period from nightfall to before dawn, and public holidays). Family members are required to bring the applicant’s identity document, the deceased’s identity document, the originals of Form 18 and Form 2 to the joint office. The procedure usually takes about 30 minutes. After completion, a " Certificate of Registration of Death " ( Form 12 , commonly known as "Certificate of Registration of Death") will be issued; in the case of burial, a separate Form 10 (commonly known as "Certificate of Registration of Death for burial") will be issued.

3. Step 3: Apply for Cremation Permit (Form 3)

   After obtaining Form 12, you can apply for " Cremation Permit " ( Form 3 , commonly known as "Cremation Permit") at the Department of Health Cremation Permit office in the same joint office. If a Form 11 cremation order has been issued by the Coroner, there is no need to apply for a separate Form 3.

4. Step 4: Book a cremation time slot

   Complete the Application for Private Cremation (FEHB 135), including the appointed licensed undertaker’s details and their signature and stamp. FEHD’s performance pledge is to make unallocated cremation sessions available within 15 days from the day after submission. Pay at the counter by cash, cheque or EPS, or obtain an authentication number for online cremation booking and book through FEHD’s website, paying by credit card or PPS. Families may authorise a licensed undertaker to book and later collect the ashes. To change the crematorium, date or time, complete the Application for Cancellation of Cremation Booking (FEHB 264). Fees already paid are non-refundable; a new application and payment are required.

5. Step 5: Arrange the Wake, Vigil and Funeral

   Families may hire a hall and mortuary facilities at a licensed funeral parlour for a wake and overnight vigil, followed by the funeral the next day. Alternatively, hold a farewell in the hospital’s farewell room before the body goes directly to the crematorium or cemetery. Religious rites, floral tributes, the portrait, celebrant and hearse are arranged at this stage.

6. Step 6: Cremation and collection of ashes

   The funeral procession time must match the scheduled cremation time slot. If family members wish to watch the coffin entering the cremator via closed-circuit television, they can inform staff when arriving at the crematorium to make arrangements. On the 4th day after the cremation, the applicant or his authorised undertaker can collect ashes at the ashes collection office selected on the application form, and will be issued a " ashes collection permit " ( FEHB 153 , commonly known as "Permit to Take Away" "Created Ashes").

7. Step 7: Interment of Ashes or Green Burial

   With "Permit to Take Away Cremated Ashes", you can apply for a public columbarium niche, place it in an existing niche, place it in a licensed private columbarium, place it in your home (no more than 10 deceased ashes), add an additional burial in a public cemetery burial urn, apply for ashes temporary storage service, or choose to scatter ashes at sea or in a memorial garden. 8. Step 8: Post-bereavement administrative procedures

   This includes cancellation of identity card, notification to the bank, inheritance management, withdrawal of MPF death benefits, insurance claims, etc. For details, please see "What to follow after the funeral" below.

List of government statutory charges (FEHD current charges)

The following government statutory fees for subordinates are uniform across Hong Kong and have nothing to do with undertaker's service fees. When comparing funeral packages, family members should first distinguish between those charged by the government and those charged by the undertaker, whichever comes first is more accurate.

Why Do Funeral Package Prices Vary So Much?

Funeral packages on the market range from just over HK$10,000 to more than HK$100,000. Based on publicly available Hong Kong market information for 2026, simple direct funerals or farewell ceremonies at hospitals start at approximately HK$11,888–HK$16,800; traditional funerals at funeral parlours generally cost HK$30,000–HK$80,000; and large or elaborate funerals can exceed HK$200,000. The main reasons for the price differences are:

• setting up the mourning hall location: hospital hospital-based funerals and farewell ceremonies vs funeral parlour auditorium, auditorium rent is one of the biggest variables.
• setting up the mourning hall time : same day the funeral procession, half-day church, full-day church, all-night the vigil.
• coffin grade : environmentally friendly cardboard coffin, miscellaneous wood, teak, oak and even copper coffins, ranging from several thousand Hong Kong dollars to tens of thousands of Hong Kong dollars or more.
• Religious scale : number of Taoist ritual masters, number of Taoist funeral rites, Breaking the Hell Gate ritual or not, number of chanting hours.
• Additional items: the number of floral tribute stands and coaches, funeral photography, a master of ceremonies, and the number of tables at the post-funeral meal.

Choosing a Funeral Parlour Wake, a Direct Hospital Funeral or a Hospital Farewell

There are currently 7 licensed funeral parlours in Hong Kong , all of which are equipped with auditoriums and morgues for storing and processing the body of the deceased. They also hold undertaker licences, and three of them are operated by non-profit organisations. Families can rent through any licensed undertaker, or inquire directly with the funeral parlour. Except for licensed undertakers, other undertakers do not have mortuary rooms and auditoriums. They mainly provide services of transporting the body of the deceased, arranging ceremonies and renting funeral parlour.

Many hospitals in Hong Kong have farewell rooms, such as the "Farewell Room" of Queen Mary Hospital, the "Wing Ning House" of Pamela Youde Nethersole Hospital in Eastern District, the "Ning Sum House" of Pok Oi Hospital, the "Quiet Hall" of Prince of Wales Hospital, etc. Hospital-based funeral service office hours vary from hospital to hospital, generally from 9 am to 1 pm and from 2 pm to 5 pm. Cremation arrangements: crematorium, cremation time slot, coffin specifications

Currently, more than 90% of deaths in Hong Kong are cremated. FEHD has 6 crematoriums under its jurisdiction:

Common misunderstandings: People often search for "Tsang Tsui Crematorium". In fact, Tsang Tsui (15 Nim Wan Road, Tuen Mun) has a memorial garden and columbarium, not a crematorium . The opening hours of each crematorium are generally from 8:30 or 9 a.m. to 5:30 or 6 p.m.

Cremation time slot reservation (FEHB 135)

Families can reserve a cremation time slot by themselves, or they can authorise a licensed undertaker to do it on their behalf. If you apply by yourself, you need to fill in the FEHB 135 form and have it signed by the undertaker and stamped with the seal approved by FEHD. When submitting, you must present the original "Certificate of Registration of Death" and "Cremation Permit" of the deceased, as well as copies of the Hong Kong identity card or passport of the deceased, the applicant and the authorised person for verification. The information provided in the form must be true and correct.

Cremation coffin specification restrictions

Choosing the wrong coffin size is one of the most common causes of trouble on the funeral procession. The government has strict controls on cremator emissions. When choosing a coffin, you must pay attention to:

• Avoid using coffins larger than height 710 mm (28 inches) / width 760 mm (30 inches) / length 1980 mm (78 inches) ; acceptable size and weight requirements vary slightly from crematorium to crematorium.
• The surface of the coffin cannot be inlaid with metal or plastic (such as PVC) accessories , such as metal hand pulls; all metal or plastic decorations must be removed before entering the furnace.
• It is not appropriate to place a large number of funerary objects, funerary objects containing metal or plastic components, and valuables in the coffin.
• The coffin must be marked with the deceased’s name.

Environmentally friendly paper coffins can withstand a weight of 150 kilograms or more, have the same solemn and decent appearance, and release less pollutants during cremation. Chinese coffins are mostly made of nanmu, beech, fir and miscellaneous wood, and are mostly used for burials; Western-style coffins are often made of teak, oak or miscellaneous wood, among which miscellaneous wood is more suitable for cremation, while teak, oak and copper coffins are mostly used for burial. Burial, public cemetery, exhumation and relocation

Families who choose burial should pay attention to the current requirement that exhumation of remains (commonly known as "exhumation") must be carried out six years after burial in a public cemetery .

Application for burial in a public cemetery

Public cemeteries managed by FEHD and with cemetery plots available for burial applications include: Wo Hop Shek Cemetery (Ming Yin Road, Fanling, Tel. 2675 5296), Cheung Chau Cemetery, Tai O Cemetery and Mui Wo Lai Chi Yuen Cemetery. The latter three are only available to original residents of the Islands District or real residents who have long lived there and their minor children, and must submit certification documents from the Rural Committee. The applicant or the hired licensed undertaker must make an appointment with the cemetery office in advance for a burial date, and bring the completed "Application for Burial in a Public Cemetery" form (FEHB 144) and the original copy of Form 10 (Certificate of Registration of Death for burial) or Form 11 on the day of burial. FEHD will allocate a coffin burial cemetery to qualified applicants on the day of application.

There are two types of private cemeteries: permanent and timely exhumation. For fees and application details, please contact the individual cemetery management agency directly. Those operated by the Board of Management of the Chinese Permanent Cemeteries (BMCPC) include Aberdeen, Cape Collinson, Tsuen Wan and Tseung Kwan O Chinese Permanent Cemeteries; there are also cemeteries operated by religious or other groups, such as Happy Valley Catholic Cemetery, Pok Fu Lam Road Chinese Christian Cemetery, Cheung Sha Wan Catholic Cemetery, Castle Peak Christian Cemetery, Tao Fong Shan Christian Cemetery, etc.

Exhumation of Skeletal Remains: The Procedure

Six years after the burial, the applicant must fill in the "Application for Permit to Remove / Exhume Remains" form ( FEHB 148 ), together with documents proving the relationship with the deceased, and go to the FEHD Hong Kong Island (1J Wong Nai Chung Road, Happy Valley) or Kowloon (No. 6 Cheong Hang Road, upper ground floor, Hung Hom) Cemetery and Crematorium Office to apply for the "Permit to Remove / Exhume Remains" Licence" (FEH(L) 86A). It is then necessary to arrange the masonry contractor registered by FEHD to exhume the remains under the supervision of FEHD staff. After completion, an "Authorization Letter for Exhumed Remains" (FEHB 150) will be issued. The exhumed remains can then be cremated (FEHB 263, $90 fee, available at Wo Hop Shek or Cheung Chau Crematorium), reburied in a public cemetery burial urn (FEHB 262), or reburied in a private cemetery burial urn/ossuary.

Note: If the deceased has not been exhumed at the expiration of the time limit, FEHD will publish an announcement in the gazette and newspaper and send a letter to notify the deceased within the specified time limit; if the deceased is exhumed within the specified time limit, FEHD will exhume and cremate the deceased on his behalf, and bury the ashes in Sandy Ridge Cemetery. Interment of Ashes, Niches and Green Burial

Since the deceased ashes are treated at high temperatures, they will not cause public health problems. There are currently seven common ways to dispose of cremated ashes: scattering them in designated sea areas, scattering them in memorial gardens, placing them in a government columbarium, being buried in a public cemetery burial urn, placing them in a licensed private columbarium, placing them at home (no more than 10 of the deceased ashes), and using the FEHD ashes temporary storage service.

public columbarium niche (columbarium)

The deceased must meet one of the following conditions before ashes can be stored in a columbarium under FEHD: he was a Hong Kong resident at the time of death and his remains were cremated in a government crematorium within 3 months of death; or he was a Hong Kong resident for at least 10 years in the 20 years immediately before his death and his remains were cremated outside Hong Kong; or his remains were cremated in a government crematorium after being legally recovered.

Starting from April 26, 2019, all newly allocated public columbarium niches are renewable columbarium niche , with an initial placement period of 20 years and renewal every 10 years thereafter. New niches are randomly allocated by lottery and computer . The winners are allocated a specific niche and cannot choose by themselves; the public columbarium niche allocation office is located on the 35th floor of Tower 1, Metropolis Plaza, 223 Hing Fong Road, Kwai Fong (tel: 2330 5635). There are two types of niches in the public columbarium: "standard" and "large". FEHD has lifted the upper limit on the number of deceased ashes in public niches in January 2014. Eligible deceased ashes who are close relatives or closely related to the first deceased can be placed in the same niche after application approval (FEHB 136A, $140 each).

private columbarium niche

There is no waiting list for private niches, and the location, environment and worship time are more flexible. However, attention must be paid to whether the operator holds a licence or exemption under the Private Columbaria Ordinance. Green burial: scattering ashes at sea and memorial garden

In recent years, the number of green burials accounts for more than 10% of the annual deaths and continues to increase.

• Scattering ashes at sea: This is permitted in three designated areas of Hong Kong waters: east of Tap Mun, east of Tung Lung Chau, and south of the West Lamma Channel. The applicant must hold the Permit to Take Away Cremated Ashes (FEHB 153), or be authorised by its holder. Submit FEHB 198 at least 10 days before the intended scattering date. FEHD normally processes an application within five working days. FEHD provides several free ferry sailings each month, departing on Saturday mornings except public holidays. A funeral celebrant on board can help conduct a simple memorial ceremony.
• Sprinkling of ashes at memorial gardens : FEHD has 13 memorial gardens , including New Cape Collinson, New Diamond Hill, Fu Shan, New Kwai Chung, New Wo Hop Shek, Tsang Tsui, Cheung Chau, Lamma Island and Peng Chau Memorial Gardens, etc. The application to fill in the FEHB 219 form must be submitted at least 14 days before the planned ashes scattering date. Generally, it will be approved within 10 working days . If a commemorative plaque is required, additional administrative fees must be paid and installed by a registered masonry contractor.
• Private Memorial Gardens : including BMCPC Tseung Kwan O Memorial Garden (Tel. 2511 1116) and Pok Fu Lam Road Chinese Christian Cemetery Memorial Garden (Hong Kong Chinese Christian Council, Tel. 2337 4171).
• Green Funeral Central Registration List : Citizens can pre-register their wishes for green burial (Form FEHB 278). When the registrant’s family members apply for cremation services after the death of the registrant, FEHD can learn their wishes from the list. Inquiries: 2562 7130. Even if the deceased was not registered during his lifetime, descendants can still use green burial for the deceased.

Temporary Storage of Ashes

Government ashes temporary storage facilities are transitional arrangements. The facilities at Kwai Chung Crematorium only accept ashes bags , and the facilities at Wo Hop Shek Crematorium only accept ashes urns . The storage period is divided into three, six or 12 months. It can be renewed at the end of the period. The monthly fee is $80 after the first two months. The application form is FEHB 251.

In addition, members of the public can set up an online memorial page for the deceased on the FEHD "Endless Thoughts" website (memorial.gov.hk) and upload text, photos and videos.

Arrangements for religious ceremonies and farewell ceremonies

The choice of side planting ceremony mainly depends on the deceased’s beliefs during his lifetime and the wishes of his family. Tim Fat Funeral can arrange the following types of ceremonies. For details, see Religious Ceremonies .

• Taoist ritual : Hosted by Taoist ritual masters, common links include opening the road, Breaking the Hell Gate ritual, traveling through ten halls, sitting on lotus, burning paper offerings, and Ci Ling. The number of sessions and the number of masters directly affects the fees.
• Buddhist ceremony : The Buddhist officiant chants sutras, worships, makes offerings, and makes dedications. • Catholic Mass : A memorial mass is held in the church or funeral parlour, with the priest officiating and a wake prayer.
• Christian Sabbath Service : The pastor presides over the Sabbath Service, including poetry, Bible reading, sermons, and family members’ speeches.
• Non-religious Farewell/Memorial Service : Taking the life of the deceased as the main axis, you can add photo and video review, host hosting and sharing with relatives and friends, the form is free.

Transporting Bodies, Skeletal Remains and Ashes Across Borders

If someone dies overseas and their remains need to be brought back to Hong Kong, or transported from Hong Kong to the Mainland or overseas for burial, several departments are involved. Transporting a Body Out of Hong Kong

After completing the death registration, you must apply for " Permit to Remove the Body from Hong Kong " ( Form 9 ) to the Death Registration Office of the Immigration Department of the Joint Office. The application form is SF/BDR/3, and you must present the original and copy of the burial permission document for the body of the deceased to be moved to the local cemetery and the entry document for the body of the deceased. If it is transported to the mainland, you must bring the deceased's home return permit, ID card, Form 12 and other documents, and contact the International Corpse Removal Network Service Centre of the China Funeral Association to handle the procedures in accordance with the regulations of the Mainland Ministry of Civil Affairs. If it is transported to other places, you must pay attention to whether the deceased holds a local passport and has obtained entry approval from the local government. You can first check with the relevant consulate.

Bringing a Body into Hong Kong

You must first obtain the Medical Certificate of the Cause of Death, the embalming certificate of the body of the deceased and complete the exit procedures locally. To return to Hong Kong by sea or land, you must apply for " Human Cadaver Import Licence " (Application Form DH2437 ) from the Port Health Division of the Department of Health, headquartered at Room 1101, AIA Kowloon Building, Landmark East, 100 How Ming Street, Kwun Tong, Kowloon, Tel. 3904 9316); if the body is returned by air, please contact the Airport Section of the Port Health Division in the Airport Passenger Terminal Building (Tel. 2182 1303). The entrusted undertaker staff must receive the body of the deceased at the Airport Cargo Building.

Transporting Ashes and Skeletal Remains Across Borders

Currently, there is no need to apply to the Hong Kong government to transport the deceased ashes into or out of Hong Kong; however, some countries will require a "Cremation Certificate" and a "Ashes Relocation Permit". You can apply to the FEHD Hong Kong Island or Kowloon Cemetery and Crematorium Office with FEHB 143 and FEHB 148 forms (Cremation Certificate $140). exhumed remains To enter the country, you must apply for a "Human Corpse Import Permit" from the Port Health Division Headquarters of the Department of Health, and provide a Medical Certificate of the Cause of Death and a departure permit issued by the authority of the place of shipment.

CSSA burial grant and financial hardship support

Financial difficulties do not mean that it is impossible to hold a dignified funeral for the deceased. Hong Kong has a number of supports:

• CSSA burial grant: When a CSSA recipient dies, relatives or friends responsible for the funeral may apply to the Social Welfare Department for a burial grant. Under the April 2026 CSSA guidance, the maximum is HK$17,870. The application and supporting documents must be submitted within six months of the recipient’s death. Applicants living in Guangdong or Fujian may receive help from an SWD-appointed agent organisation. SWD’s 24-hour hotline: 2343 2255.
• Non-CSSA recipients : If the breadwinner of the family dies unexpectedly or suddenly, causing difficulties in family life, you can seek assistance from the Social Welfare Department (SWD).
• Accessing the deceased’s bank funds: Family members may apply to withdraw funds from the deceased’s personal bank account to meet funeral expenses or living expenses for people whom the deceased supported during their lifetime. Contact the Home Affairs Department’s Estate Beneficiaries Support Unit on 2835 1535.
• Funeral support and grief counseling : St. James' Settlement before and after death information website (2831 3230), Caritas Hong Kong Hospice Service (2117 0707), Hospice Career Counseling (2331 7000), Hospice Society (2361 6606), Anglican Saint Martin's Church Guardian Angel (2362) 0268), Hong Kong Community Organization Association (2713 9165), Friends of the Sunset of Yongguang Society (2763 9944).

What procedures should be followed after the funeral?

Many family members think that the funeral procession is over, but in fact the follow-up administration often takes a month or two. The following is a common list. It is recommended to apply for several certified copies of the death certificate ($140 each) because multiple organisations require the original or certified copies:

• Cancellation of Hong Kong Identity Card : Apply to the Immigration Department for cancellation of the deceased’s identity card.
