The three most important recent changes
If you are currently making arrangements for your family's death, the following three things will directly affect your schedule and choices:
- The public columbarium niche has been changed from "once a year" to "monthly allocation" - Effective from August 1, 2026, all four columbaria will be included, with a total of more than 1,600 renewable niches per month. In the past, if you missed the annual application period, you had to wait nearly a year, and the wait was up to a month.
- Apply online for cremation and niche at the same time, and it can be automatically approved within 1 day - A survey by the Office of the Ombudsman found that the average time for paper and email applications is about 50 days , while online applications can be automatically approved within one day. The gap is very big.
- BMCPC’s third phase of 2026 Chongxiao House family niche will accept applications from October 5th - about 12,000 niches, subscription fee $16,000, application period only until November 6th.
Policy Update Timeline
October 5, 2026 (application period starts) BMCPC
Applications for Phase 3 Extendable Family Niches at BMCPC’s Shung Hau Hall
Board of Management of the Chinese Permanent Cemeteries (BMCPC) Tseung Kwan O Cemetery Section A39 (open-air) and Shung Hau Hall (indoor) have a total of approximately 72,400 new columbarium niches, all of which are prohibited incense niches . The third phase in 2026 is Shung Hau Hall (first and second floors) renewable family niche, approximately 12,000 .
- Subscription fee : $16,000 (first term: 20 years); $8,000 for each renewal (every 10 years); $300 for each additional ashes.
- Application period : From 9:00 am on October 5, 2026 (Monday) to 6:00 pm on November 6 (Friday), apply online .

Please refer to columbarium niche/cemetery guide for details on application qualifications, document list and placement.
August 25, 2026 Office of the Ombudsman
The Office of the Ombudsman releases columbarium niche allocation survey report, FEHD accepts all 19 recommendations
The Office of the Ombudsman completed the proactive investigation on the allocation of public columbarium niches and proposed a total of 19 improvement suggestions to the Food and Environmental Hygiene Department (FEHD), all of which were accepted . The report has been uploaded to the website of the Office of the Ombudsman for public reference.
The PCPD pointed out that FEHD has allocated public columbarium niche on a renewable basis since 2019, and only conducts comprehensive allocation once a year ; as for the Tsang Tsui columbarium, monthly allocation has been implemented on a trial basis since its completion in 2020. If citizens fail to comply with the annual application timetable to apply for a non-Tsang Tsui niche, they generally have to wait about nine months, or even close to a year before submitting an application. The PCPD then launched an inquiry in 2025 and recommended that the annual allocation be shortened to once a month, or at least once a quarter.
A particularly practical finding: The Ombudsman’s investigation found that paper and email applications for public niches took an average of around 50 days. Where the same applicant uses the online platform or form to apply for cremation and a niche for the deceased together, the system can approve them automatically within one day. If you are applying, we strongly recommend applying online for both at the same time.
FEHD responded that it accepted all suggestions and pointed out that the public columbarium niche has been optimized to a monthly allocation earlier. The department will carefully study other suggestions of the Office to continue to improve service levels.
August 14, 2026 (The self-processing application period ended on August 29) FEHD · Gazette
Remains buried in six public cemeteries in 2019 must be removed
On 14 August 2026, the Government published an order in the Gazette. Under section 119A of the Public Health and Municipal Services Ordinance (Cap. 132), the FEHD notified the public to remove and dispose of remains buried in six public cemeteries during 2019, including:
- The coffin burial section of Fanling Wo Hop Shek Cemetery , Cheung Chau Cemetery , Lantau Island Tai O Cemetery and Lai Chi Yuen Cemetery ;
- Government burial urn section of Lo Wu Sandy Ridge Cemetery Section T and Sandy Ridge burial urn cemetery .
If members of the public wish to arrange for the exhumation and disposal of the deceased's remains on their own, they must apply at the FEHD Cemetery and Crematorium Office on or before August 29, 2026 . If they are not treated according to the above method, the remains buried in the six cemeteries in 2019 will first be cremated in the government crematorium, and the ashes will be buried in the Sandy Ridge burial urn cemetery in Lo Wu or other cemeteries designated by the Director of FEHD.
Note: This announcement is about the actual implementation of the " six-year exhumation " system for public cemeteries. If the deceased is buried in a public cemetery, the family should record the year of burial and proactively apply for FEHB 148 "Permit to Remove / Exhume Remains" (fee $120) six years ago, and arrange a masonry contractor registered with FEHD for exhumation under the supervision of department staff. For a complete set of procedures and exhumed remains destination selection, see exhumation. Cemetery .
Implemented on August 1, 2026 (announced in March 2026) FEHD
Public Niches Move to Monthly Allocation, with over 1,600 Niches Each Month
FEHD refers to Tsang Tsui columbarium ’s successful experience in piloting monthly allocation since its completion in 2020, and applies the monthly allocation arrangement to all four columbarium with new niche supply:
- Tuen Mun Tsang Tsui columbarium
- Fanling Wo Hop Shek 6th Columbarium
- East District Cape Collinson Xinxia columbarium
- Sha Tin Shek Mun columbarium (Complete incense ban)
The optimized arrangement was announced in March 2026 and will be implemented on August 1 . Currently provides a total of more than 1,600 renewable columbarium niches every month. After the lottery is drawn, the applicant will be informed of the result via SMS or email on the same day ; will be automatically allocated the niche located in Tsang Tsui even if he fails to win the preferred venue.
Timetable : The application period is from 9:00 am on the first day of each month to 5:00 pm on the last day of the month; lottery and computer random drawing will be held at 10:00 am on the 20th of the next month (if it falls on a Saturday or public holiday, it will be postponed to the next working day) at the public columbarium niche allocation office (35th floor, Tower 1, Metropolis Plaza, 223 Hing Fong Road, Kwai Fong). Inquiry hotline 2841 9111 .

2025 Legislation
The Private Columbaria (Amendment) Ordinance 2025 improves regulation
The "Amendment Ordinance" aims to improve the current regulatory system for private columbarium and strengthen the protection of consumer rights . The main amendments include:
- Provide an additional option to apply for a new exemption for " pre-cutoff columbarium " that meets the specified conditions;
- Improve enforcement provisions to strengthen the deterrent effect on violations, including increasing penalties for non-compliance with "Enforcement Notices" ;
- Establishing new offences and revised penalties for the " oversold " niche and " oversold " ashes;
- Create an offence of selling interment rights while an authorisation is revoked or suspended.
Under the Private Columbaria Ordinance (Cap. 630), operators must hold a licence, exemption or temporary suspension of liability. Only licensees may sell or newly let niches. Unlawful operation or improper disposal of ashes carries a fine of HK$2 million and three years’ imprisonment on summary conviction, or HK$5 million and seven years’ imprisonment on conviction on indictment. Read our guide to private columbarium niches before buying or selling.
May 1, 2024 funeral parlour
Global Funeral Parlour Opens, with an Official Ceiling on Basic Funeral Charges
Hung Hom Public Funeral Parlour (6 Cheong Hang Road, Hung Hom, Kowloon) is the only funeral parlour in Hong Kong whose operating rights are awarded by FEHD tender, with periodic retendering. It was previously operated as Eternal Funeral Parlour and Sai Shing Funeral Parlour. The current FEHD operating agreement began on 1 May 2024, when Global Funeral Parlour, operated by the Tung Wah Group of Hospitals, commenced service.
The agreement signed between the government and the Global Funeral Parlour stipulates that the Global Funeral Parlour must provide basic funeral services to the public. The charge for each basic funeral service shall not exceed the burial grant amount issued by the CSSA plan at that time ( $17,870 in 2026). Basic funeral services generally include: transporting the body of the deceased from the hospital or mortuary to a designated funeral parlour, preparing a coffin for the body of the deceased, holding a funeral ceremony in a designated funeral parlour, transporting the body of the deceased from the designated funeral parlour to the final disposal location, and cremating the body of the deceased, etc.
According to FEHD information, in addition to Global, Kowloon Funeral Parlour, International Funeral Parlour and Diamond Hill Funeral Parlour also provide similar services. For complete information on the seven licensed funeral parlours, hall rentals and procedures for the wake and funeral, see Full Guide to Funeral Parlours .

Licence Verification and Anti-Fraud Alerts
- Undertaker must be licensed : According to the Undertaker Regulation (Cap. 132CB), undertakings related to the cremation or burial of human bodies of the deceased must hold a valid undertaker licence issued by FEHD. When applying for cremation or burial, the form must be filled in with the information of the licensed undertaker hired, and must be signed by the undertaker and stamped with a seal approved by FEHD.
- FEHD has not authorised any agent : FEHD has not authorised any funeral director or undertaker to act as an agent for funeral matters . If anyone claims to be authorised by FEHD to handle it, they should report it to FEHD. FEHD has also not entrusted any organisation or person to receive or process niche applications on its behalf, and no one will enjoy any convenience or privilege .
- Do not sign the blank application form : The applicant on the form must be a relative of the deceased, and the contact number, address and email must belong to the applicant himself.
- Restrictions on List B : List B licensed undertaker shall not store the deceased ashes in the licensed premises.
- Private columbarium three-part rule : Licence = Available for sale and new ashes; Waiver = Not for sale or new lease; Temporary exemption from legal liability = Positions cannot be sold, nor can new ashes be placed. - 14-day cooling-off period : The settlement agreement for the sale of the placement rights of a licensed private columbarium is subject to the approval of the Licensing Board and a 14-day cooling-off period must be provided to the buyer.
Tim Fat Funeral is FEHD licensed undertaker , listed in the list of licensed undertaker premises ( G/F, 26 Baker Street, Hung Hom, Kowloon, Hong Kong ). In terms of public niche and government documents, we only assist families in checking eligibility, organising documents and explaining the process .
